announcement template: add §7 'Run the evals' section
Standardize a reproduce/contribute section on model announcements: build the benchlocal sandboxes, run quality-test.sh (8-pack, both thinking) + report.sh --full (operational) — the two non-overlapping passes. Bumps What'd help → §8, Credits → §9. First used on the Tess-4-27B announcement (Discussions #662).
