[R] report, [F] report --full and [w] power-cap sweep were footer-key-only while health/verify/verify-full had cards — visually inconsistent. Add a launcher card for each (same treatment), so every Doctor action has a section that names what it does + where its output lands. verify/verify-full still render a parsed verdict in-pane; the three new cards are descriptive launchers (output → modal / ③ Gate / gated bench).
