Strategy: Document Remaining Mutations

Batch 16 starts the final phase - documenting the remaining 209 mutations (create, delete, and other operations).

Risk Level: 🔴 DANGEROUS - Most create/delete/modify data

Mix of safer operations before tackling pure create/delete batches.
